Some of them are lack of education or training, disabilities, serious physical, or mental illnesses. Lower underemployment? One reason could be tied to the labor shortage

It refers to the employment situation in which an individual difference between underemployment and disguised unemployment is unable to find a job in their chosen field. Consequently, they work in a job that is not commensurate with their skill set and, in most cases, pays much below their customary wage. In some countries, labour laws or practices (e.g. powerful unions) may force employers to retain excess employees. Other countries (e.g. Japan) often have significant cultural influences (the relatively great importance attached to worker solidarity as opposed to shareholder rights) that result in a reluctance to shed labour in times of difficulty. In Japan, there is a long-held tradition that if a worker commits to serve a company with long and loyal service, the company will, in return, keep the worker on the payroll even during economic downturns.

This phenomenon often occurs in sectors characterised by labour-intensive production methods, limited technological advancement, and underdeveloped infrastructure. A major difference between disguised unemployment and seasonal unemployment is that of labor productivity and labor demand. While in a situation of disguised or hidden unemployment, laborers might be redundant or inefficient in their productivity. This inefficiency makes the marginal productivity zero and brings no change in the total output. However, during seasonal unemployment, there is a lack of demand for laborers due to seasonal industries being out of work. An example of disguised unemployment is the informal sector, where abundant skilled and unskilled laborers are available.

Underemployment is the underuse of a worker because their job does not use their skills, offers them too few hours, or leaves the worker idle.2 It is contrasted with unemployment, where a person lacks a job at all despite wanting one. Labor economists often look at a different measure of labor underutilization — commonly called the “U-6 rate” — when trying to track underemployment. In January 2023, that rate stood at 6.6 percent, among some of the lowest levels on record. So-called “underutilization” rates are lower today than they were before the pandemic, according to data from the Department of Labor.

Underemployment is different from unemployment in that the person is working, just not as much as they’d like or to the full extent of their abilities, skills, or education. When underemployment is high, the workforce isn’t being utilized to its full potential. Unemployed means you don’t have a job, while underemployment means the job you have is inadequate. There is no official government statistic available on the total number of people who might be underemployed or disguised unemployed.
